Code and Permit Help for Wichita Basement Bedrooms

A code and permit upgrade takes a basement bedroom that already exists, or an opening that was supposed to be egress, and brings it up to Section R310 of the 2018 International Residential Code as Wichita amends it: the right net clear opening and break-out area, the right sill height, the right well, the right ladder and cover, the drainage the local code requires, and a permit and inspection to prove it. It is the job people call about the week after a home inspection, an appraisal, or an insurance letter. Most upgrades land inside the same $3,500 to $6,500 as a full install, and simpler fixes cost far less.

What gets flagged in Wichita, and why

Wichita has a lot of basement bedrooms that were never legal. The 1950s are the city’s largest housing decade at 15.1 percent of all units, and 35 percent of the stock dates from 1950 to 1979. Somebody finished those basements in the 1980s or 90s, with drywall and carpet and a closet, and called it a bedroom. The opening in the wall stayed a steel hopper set high on the wall. Then one of these happens:

  • A buyer’s home inspector writes “sleeping room lacks compliant emergency escape and rescue opening” and the buyer asks for a credit or a fix.
  • An appraiser counts three bedrooms, not four, and the loan comes in short.
  • An insurance or rental inspection flags the room.
  • MABCD, on a permit for other work, notes the basement bedroom.
  • You, finishing the basement yourself, read R310 and realize the room you planned needs an exit.

The three sizes of fix

Small: the opening is right, the details are wrong. A deep well with no ladder or with rungs at 18 inches, a bolted cover, a sash that will not open, a well that projects 30 inches instead of 36. These are $150 to $1,500 fixes: a ladder and rated cover, a sash repair, a well replacement. Rarer than we would like.

Medium: the opening exists but is too small or too high. The usual case in the 1950s to 70s ranches. The opening gets sawn wider and the sill cut down to 44 inches, a lintel goes in, a new egress-rated window is set, and a code-sized well with the 12-inch gravel bed goes outside. This is an enlargement, and it prices toward the lower half of $3,500 to $6,500.

Full: there is no usable opening at all. A basement bedroom on a wall with no window, or a window under the porch. This is a fresh egress window installation on the best wall, $3,500 to $6,500.

Timing against a closing

A typical sequence: measure and quote within days, permit filed, one to two days on site once it issues, final inspection after completion. Have us measure it against the code Wichita enforces: 4.5 square feet net clear with a 5.7 break-out (we size to clear 5.7), the height and width minimums, a sill at or under 44 inches, a 9-square-foot well projecting 36 inches, a ladder past 44 inches of depth with rungs 12 inches on center, a rated cover past 30 inches, and 12 inches of gravel under the well. Most flagged rooms fail on opening size and sill height, which means enlarging the opening. We quote the exact gap and fix it, permit included.

How fast can you fix it before closing?

Which office do I deal with?

MABCD for Wichita and unincorporated Sedgwick County, and for Maize and Goddard, which contract with it. Derby, Haysville, Park City, and Valley Center each run their own building office. Andover adopted the Wichita/Sedgwick County code by its own ordinance and takes an MABCD licence plus a certificate of insurance. We file with the right one.

Can I just call it an office and skip this?

You can, and the listing will say three bedrooms instead of four. Appraisers and agents count conforming bedrooms only. Whether the fourth bedroom is worth $3,500 to $6,500 to you is a real question; whether someone will sleep down there regardless, in a county where the basement is the tornado shelter, is usually the answer.
